A renew trust relationship between the City of Québec and The S.M. Group International Inc.

For the third consecutive year, the Ville de Québec has entrusted the Labo S.M. inc. and Les Consultants S.M. Inc. teams to provide monitoring, material quality control and soils environmental characterization as part of the 2018 “Programme de réhabilitation des infrastructures de surface (PRIS)”.

The City of Québec’s PRIS program aims to rehabilitate and extend the life of surface infrastructure when the underground infrastructure is still in good condition and where reconstruction is not anticipated within the next ten years. Since it’s implementation in 2014, the Program made it possible to rehabilitate approximately 19 km of pavement. In response to the success of this approach, the program was renewed every year and the total length of rehabilitation work has increased every year. In 2018, the City of Québec plans to rehabilitate more than 95 km of roadway.

The mandate entrusted to our teams of specialists this year consists of monitoring and materials quality control for lots #4 and #5, which total approximately 30 km of pavement and represent $12 million of work.

Because of the strong synergy between the urban infrastructure, soil and materials engineering and environment departments in the Quebec City office, we are able to provide all the services expected by the City of Quebec for this type of mandate.

Indeed, four of our site technicians will be assigned to monitoring on a full-time basis for approximately six months, while three other technicians will be assigned to the various activities related to materials quality control. Our analysis laboratories will also be involved in at least 200 bituminous mix analyses. Finally, our environmental team will be asked to perform numerous shallow drillings (600 mm max.) to characterize the waste materials on the streets where the reconstruction of the upper layer is planned in order to verify the presence and/or confirm the absence of contaminants. These results will then be sent to the contractor so that he can properly dispose of the soil in the authorized sites.
